It does not use Extension Manager, it works for Flash 8 up to CC.
You need to close Flash and move those two .jsfl files to:

Windows 7:
C:\Users\%USERNAME%\AppData\Local\Adobe\Flash CS6\en_US\Configuration\Commands
Windows Vista:
C:\Users\%USERNAME%\Local Settings\Application Data\Adobe\Flash CS6\en_US\Configuration\Commands
Windows XP:
C:\Documents and Settings\%USERNAME%\Local Settings\Application Data\Adobe\Flash CS6\en_US\Configuration\Commands
Mac OS X:
C:/Users/%USERNAME%/Library/Application Support/Adobe/Flash CS6/en_US/Configuration/Commands

Open Flash, then go Edit>Keyboard Shortcuts... then in drawing menu commands click the commands dropdown and set your commands to a convenient keyboard shortcut. I use ; and '

If the shortcut keys give an error try clicking Command>Select Next and Command>Select Previous to make them work
